Woman Drags Dog with Scooter

The poor dog had bloody paws and as you can see by the picture, the woman doesn’t seem fazed at all. Several people approached her when they saw the incident and she told them to leave her alone. Police are investigating. Apparently, the dog is not hers and has been returned to its family.
